Italian Trade Commission and Embassy of Italy Cooperation: "One-Stop-Shop" center

The Operative Agreement MAE-MAP-ICE, signed in Rome on 24 March 2004 by Foreign Minister, Hon. Frattini, with Productive Activities Minister, Hon. Antonio Marzano and the President of Italian Institute for Foreign Trade Prof. Beniamino Quintieri, establishes guidelines for functional and logistic integration between Embassies, Consulates and Italian Trade Commission offices, accredited with Authorities of foreign countries as "Trade Promotion Section" of Embassies and Consulates.

In that framework, the "“Sportello Unico” " centers were created in order to respond to the needs of Italian companies working or intending to work in foreign markets and requesting Public Institutions - united and authoritative reference in foreign countries - an "Italian System" which supports the process of internationalization. The final purpose is to increase the capacity of market penetration of Italian companies overseas and to supply services to productive system, directly or through interventions at the local authorities.

According to the Agreement, and, in light of the priority of the Italian Government on the internationalization of productive system, it is intended - thanks to the logistic integration - to promote a more systematic connection between intergovernmental activities regarding the protection of Italian companies with Authorities of Countries of accreditation handled by the Economic-Commercial Office of the Embassies and the functions of assistance, promotion and information handled by the Italian Trade Commission Offices.

The division of competency according to the Agreement and the guidelines of collaboration and coordination are set out following the main operative framework of the "Sportello Unico" center in Thailand:

1. Promotion of "Made in Italy" products

The “Sportello Unico” center, in its two components of the economic-commercial office of the Embassy and "Trade Promotion Section" (Italian Trade Commission - ICE) divides its own activities as indicated in the following paragraph:

The economic-commercial office of the Embassy cooperates in carrying out promotional initiatives, evaluating the connection with promotional activities of Italian Trade Commission, Cultural Office of the Embassy, Thai-Italian Chamber of Commerce and organizations involved from time to time on each activity.

The Italian Trade Commission (ICE), according to the "guidelines of promotional activities" indicated by the Ministry of Productive Activities, undertakes promotional initiatives set out by several organizations concerned: Italian Institute for Foreign Trade, Agreements on Programme and sectors concluded by the Ministry of Productive Activities with Region Authorities and Associations, Union Chambers, Associations of Foreign Chamber of Commerce, Universities and Trade Fair Organizers.

The annual programme, elaborated by the Institute for Foreign Trade will be submitted to the Consultative Committee with evaluation of the Ministry of Foreign Affairs and final approval of the Ministry of Productive Activities.

2. Assistance

The economic-commercial office of the Embassy supports the interest of Italian companies by interventions at local Authorities, especially with regard to public tenders, access to market, investment protection.

In conformity with the policy of the Ministry of Productive Activities, the Italian Trade Commission in Bangkok offers assistance services to develop and consolidate relations with local market, consulting services for investors, searches for resources of financial supports, contractual assistance, assistance for setting up foreign offices and finding local staff, trade and confidential company information, support for controversy solution and personalized marketing plans.

Italian Trade Commission and Economic-commercial office of the Embassy inform each other reciprocally about the assistance in favour of entrepreneurs and on supporting actions with local Authorities, in respect of necessities and confidentiality.

3. Information for economic entrepreneurs and information network

In the framework of the existing information network, it is decided to connect to only one data bank system "ExTender" and National Informative System for Foreign Trade (SINCE) of the Institute for Foreign Trade. This interconnection of the two systems enables to spread out information widely.

The Economic-commercial Section of the Embassy collects information on the opportunities of public tenders, privatization, public work projects and in collaboration with the Thai-Italian Chamber of Commerce in Bangkok informs companies through the "ExTender" system. The Italian Trade Commission provides information services on foreign and Italian markets thanks to SINCE system, as well as personalized information services, which is accessible at www.ice.italtrade.com.

Moreover, 6-month Country Reports are jointly conducted by the Embassy's commercial section and the Italian Trade Commission and are published on the web site www.ice.it, www.esteri.it and www.mincomes.it by the Central Administration and Ministry of Foreign Affairs and Institute for Foreign Trade and Ministry of Productive Activities.

4. Communication and Immage of Italy

The "“Sportello Unico” " center carries out initiatives on communication and image of Italy according to the guidelines of respective Administrations, in order to spread out information on economic, cultural and social development of Italy in the Country of accreditation. These initiatives aim at creating a favourable reference for Italian entrepreneurs to penetrate in the market and elevate positive images of Italy as investment place.

5. Aggregation of Italian business communities overseas

The "“Sportello Unico” " center plays a role in stimulating the aggregation of business communities which are of Italian origin or engaged in strengthening relations between Italy and the Country of accreditation, evaluating the existing related facts in close contact with Chambers of Commerce present in that Country.

6. Business Visa

The Embassy issues business visas to businessmen of Thailand and other countries of secondary accreditation. The "“Sportello Unico” " center collaborates in preliminary investigation for the concession of business visa and in necessary control for applications presented by foreign businessmen who intend to go to Italy.
