Intercountry adoption is governed by the laws of the child’s State of  Origin. As stated by the Article 21 of the Convention on the Rights of the Child entry into force 2  September 1990, “States Parties that recognize and/or permit the system of adoption shall ensure that the best interests of the child shall be the paramount consideration and they shall ensure that the adoption of a child is authorized only by competent authorities”.
The Hague Convention entered into force 1  May 1995, on Protection of Children and Co/operation in respect of Intercountry Adoption, is the main international document that establishes, with regard to adoption, common provisions to protect both children’s and adoptive parents’ rights. Moreover, the Hague Convention takes all the appropriate measures in order to prevent the traffic in children. One of the most important Convention features is that  a Contracting State shall designate a Central Authority, i.e. the Italian “Commissione per le Adozioni Internazionali” to discharge the duties which are imposed by the Convention. Central Authorities of different countries shall  promote co-operation between each others.. Italy and Slovakia are States Parties of  the Convention.
