PROGRAMMES
  
The rehabilitation of the Karnafuli power station. Unit 3.
Sector: Energy. Total value: €14,400,000. Typology: Assistance Loan.
The Intergovernmental Agreement was signed in Dhaka on 29 November 2006. On-site operations began at the end of 2007.
The purpose of the programme is to increase the power station production capacity, helping to narrow the widening gap between supply and demand.  

Chittagong city water supply (Modunaghat)
Sector: Water supply. Total value: €13,251,415. Typology: Assistance Loan.
Grant: €92,000.
The Intergovernmental Agreement was signed in Dhaka on 6 June 2006. An amendment to the original contract, proposed in March 2007 by the Italian company responsible for implementing the project, is currently being examined by the partners and the local authorities.
The purpose of the programme is to supply 45,000 cubic metres of drinking water for the Chittagong city water mains for the benefit of 400,000 people.  

"Programme to improve the social and environmental conditions of the tribal minorities at Khulna, Satkira and Jessore". AAID 7221/COE/BDG Com. Direz. 28.05.2002.
Sector: Education-health care. Total value: €573,866. Typology: Grant. This programme, promoted by the NGO COE, began in 2003 and was completed in December 2007.
It has built 53 schools, which also provide extramural and support activities, a healthcare centre, handicraft production centres and a laboratory to produce natural herbal and traditional medicinal products.
COE will continue to support this programme, providing funding and experts, in particular by maintaining the post of the co-operator resident in Khulna.  

"Bangladesh Leather Service Centre" Dhaka
Sector: Vocational training/Services. Management: UNCTAD Geneva. Total value: $1,500,000. Typology: Grant.
The Centre was inaugurated by the Italian Ambassador and the Bangladeshi Minister of Trade in March 2005. The activities under the programme are fully compliant with the original plans, and both parties have expressed their complete satisfaction. Local businesses and their professional associations are increasingly looking to this Centre, its workshops and its certification, for it is the only centre in Bangladesh which can issue certification, for which international recognition is expected to be granted shortly, and for training the middle management for local businesses. The Bangladeshi Ministry of Trade is interested in funding a second phase of this programme.  

"Food assistance"
Total value: €2 million. Typology: Grant.
In September 2006, Italy provided food assistance worth €2 million. The proceeds of the grant were all utilised in the first few months of 2007 to buy soft wheat, as a result of a decision by the Government of Bangladesh, and for distribution under the VGF (Vulnerable Group Feeding) programme format in the northern districts of Bangladesh where the population of farm labourers have to face famine every three years. Following the international tender called by AIMA, 5,236 tonnes of wheat were delivered to the Government of Bangladesh in the port of Chittagong on 10 December 2007.
 
"Emergency assistance"
Sector: Emergencies. Management: direct. Total value: €1 million. Typology: Grant. Italian Cooperation was among the first to respond to the emergency that occurred between 14 and 15 November 2007, caused by the tropical cyclone SIDR. Italian assistance, worth €1 million took the form of medicines and drugs, power generators, water filters, tents and canvas, jerry-cans for water, and kitchen utensils, which were delivered by two special flights that arrived on 24 and 27 November 2007. On arrival, all these materials were handed over to the Government of Bangladesh, except for the medicines and drugs which were delivered to officials of the World Health Organisation at the airport.  

NGOs, Terre des Hommes, and COE also distributed emergency assistance and medical camps, and these two latter organisations are now undertaking medium/long-term reconstruction and rehabilitation work.  

"Reconstruction assistance"
In April 2008, funding for €9 million was approved for reconstruction operations to benefit the communities stricken by the cyclone SIDR. The details are currently being finalised, but they are expected to focus on community infrastructure projects to be implemented by NGOs.
