FOREIGN POLICY LINES
Due to its strong historical, cultural and economic links with many Western Countries, by virtue of its proud Christianity (nearly 1700 years ago, Armenia was the first Nation to officially embrace Christian religion), and thanks to a wide and preeminent diaspora (especially in France, USA and Canada), Armenia shows a deep affiliation to the West. However, at the same time its geographical position and Soviet Union past membership drive the Country towards a foreign policy based on a “complementarity”approach: strong link with the West (through excellent relations with almost all the EU and North American Countries, as well as membership of multilateral Organizations such as OSCE and Council of Europe) and a simultaneous strategic alliance with the Russian Federation and other CIS Countries (also at a military level, as shown by the CSTO Armenian membership). Important are for Armenia also the relationships with Iran and Georgia, while no diplomatic relations are established with Turkey and Azerbaijan. At this regard, the lonstanding conflict with the Azeris for the Nagorno Karabakh has not found a solution yet (in 1994 a cease-fire was signed and in November 2008 in Moscow for the first time Armenian and Azeri Presidents issued a joint declaration, in the framework of the OSCE Group of Minsk). RELATIONS WITH THE EUROPEAN UNION A partnership and cooperation agreement was signed in Brussels on 22 April 1996 and entered into force on 1 July 1999. On 14 June 2004 the GAERC in Luxembourg decided to include Armenia, Georgia and Azerbaijan in the "European Neighbourood Policy" (ENP) initiative, and a subsequent ENP Action Plan has been agreed. The inclusion of the Country in the ENP has given Armenia a more precise link to the West. It must be remarked the visit to Brussels of Armenian President Serzh Sargsyan (November 2008), which followed the mission in Yerevan of the then EU Commission President Prodi (September 2004), as well as the appointment of the EU Special Representative (EUSR) for Southern Caucasus, Mr. Peter Semneby (from Sweden), Heike Talvitie's successor.
