Foreword
Uganda is one of the least developed countries, with a GPD per capita of 220$, at the 144th position out of 177 in the Human Development Index 2005. Despite the growth in the last decade being at 6.8% per year (World Bank 2004), the poverty level in Uganda is still very high. Due to the conflict with the rebels of LRA (Lord Resistance Army) in the North of Uganda for the past 19 years, the poverty is geographically concentrated. That’s the reason why in the centre and south-west of the country the level of poverty has decreased from 56 to 35%, while up north it is still at 66% and in the east it is at 45%. The economy of Uganda is weak, due to an over reliance on the export of agricultural one-crops (33% of GDP), while the development of the private sector is still slow. Therefore, the economical growth is linked to climatic trends and to international prices of the exported agricultural products (coffee first of all). For a decade, the Government of Uganda is committed to a programme of reorganization and transformation of the economy, aiming at increasing exports. The external debt amounts to 70% of the GDP. The community of Donors has been assisting Uganda, funding 40% of the budget.
