On a political level, the parliament and the government establish the frame conditions  and choose the research objectives. Each minister is responsible for the choice and accomplishment of these objectives. The Ministry of Education and Research is responsible for the coordination of such ministry politics and handles approximately  half of the total budget for investment in research. The Ministry of Commerce and Industry is the second most important source of financing.
