S&T cooperation agreements between Italian and Chinese institutions

Government Cooperation Agreements
Relationships between Italy and China officially started in 1978 with the signing of the intergovernmental cooperation agreement in the scientific, technological and cultural fields; this year will be thirtieth anniversary, and this event will be celebrated with a meeting organized by the Ministry of Foreign Affairs. 

The current agreement on scientific cooperation between Italy and China was signed on July 4th 2007 by the then Minister for Education, Universities and Research (MIUR) Letizia Moratti and by the Minister for Science and Technology (MOST) Xu Guanhua.
The Executive Protocol for the years 2006-2009 was signed on January 11th 2006.

MIUR-MOST Memorandum: Fields: space, basic science, information and communication technology, (ICT), energy and environment, agriculture, medicine and Chinese Traditional Medicine, biotechnology, nanotechonology and science of materials, technology for the conservation of cultural patrimonies.
Objectives:
- Promote scientific and technological development and the exchange of scientific data between the two countries.
- Develop a system of collaboration based on the exchange of human resources in the scientific and technological fields, not only in the field of research but also technological transfer.
- Promote the development of scientific and technological projects aimed at innovation and technological transfer. Encourage joint research programs and centers.

On July 1, 2005 the then Minister for Education, Universities and Research (MIUR) Letizia Moratti and the President of the Chinese Academy of Science (CAS) Lu Yongxiang signed a Memorandum of Understanding. Areas covered: new materials, space technology, observation of the earth, environment, cultural patrimony, sustainable development, development of joint projects and publications and the organization of international congresses in Italy and China.
Several Italian Regions have scientific projects with China in various fields.

Cooperation Agreements between Universities and Research Institutes.  
The CNR, other Italian institutes of national importance and the Universities have extended cooperation to other areas: in particular the first sino-italian University (Politecnico di Milano, Politecnico di Torino and Tongji University in Shanghai) has been established for the achievement of a Degree in information technology and a master's degree in industrial design recognized in both countries.

There are several projects in place, and initiatives on training of technical staff and managers have been activated. With the launch of MiUR-MOST joint projects on basic research, scheduled for 2008, the sino-italian joint investment in research will be comparable to that of other major nations.

Industrial cooperation

The Italian industry has launched new projects. The new FIAT Research Centre has been established in Shanghai, the cooperation between ENEL, MOST and the Italian Ministry for Environment brings about collaborations in the R & D field to promote clean coal technologies; Piaggio promoted the agreement between the Sant'Anna School for Advanced Studies and the Chongqing University in 2004, with the support of Banca Intesa, the Zongshen Industrial Group and Finmeccanica; the latter has launched a cooperation in the transport sector and high-speed trains; Torino Wireless has developed a program for small and medium enterprises aiming at investing in China.
